Introduction:

The Chief and Council and the Sustainable Economic Development Department of the Mississaugas of the New Credit First Nation welcome you to this web page on its new business and industrial park. Strategically positioned both in terms of North American market and financial cost effectiveness, it is an investment opportunity that must be considered by any company interested in developing a presence in the Haldimand-Norfolk area of Ontario.

The establishment of the 60-acre park came about as a result of many years of planning and development by the First Nation. During this time the Mississaugas of the New Credit First Nation investigated a number of economic development opportunities which would provide long term income for the First Nation and employment opportunities for the members of this vibrant and growing First Nation community.

This goal of economic self sufficiency and independence will be realized through partnering with businesses desiring to locate in the area in the following areas: site development, construction of buildings and service and in developing and financing turnkey operations.

In selected instances, the Mississaugas of the New Credit First Nation would be interested in participating in the equity of a particular venture, where the business plan is sound and the opportunities for employment for First Nation members are high.

Location:

It is often said that the three criteria in determining site selection for business enterprises are location,location, location. In this aspect, the New Credit Industrial Park tops the list.

It is centrally located in bustling southwestern Ontario, in the middle of the regional Municipality of Haldimand-Norfolk, an area renowned for its rural charm, recreational facilities and affordable property.

The property is located on Highway No. 6 at Hagersville, Ontario, providing access to the US border crossing at Buffalo, approximately one hour away. Detroit and Port Huron are also readily accessible via Highways 402, 403 and Highway 401, which provides a rapid link to highways serving the rest of Canada.

In terms of access to markets, the New Credit Industrial Park is well positioned. Fifty percent of the population of Canada, sixty percent of North America industrial market and seventy-five percent of the purchasing power in Canada and the United States are located within easy reach by transport, making this site one of the prime locations for firms wishing easy access to both markets.


Site Development Plan:

The plan for the park called for orderly development in multiple phases, as illustrated in the following site plan:

The first phase of the development was the development of a 20,000 square foot commercial plaza on the south edge of the park. It was completed in 1997. The building contains a variety of retail outlets, a banking center, commercial offices and classroom facilities. Currently, eighty percent of the space is occupied and an additional commercial building is being contemplated.

The second phase was the construction of the first industrial building on the site. This was completed in 1997 with the completion of a 12,000 square foot manufacturing facility, that was subsequently enlarged in 1998 to 32,000 square feet.

At this time, all of the required services were brought to the site: these include 550 volt spout phase power, water and sewer, fire protection, and telephone and communications. Natural gas will be available in the summer of the year 2000.

The third and current phase of the development consists primarily of installation of further infrastructure to an additional 15 acres of industrial/commercial property.

The final phase of the plan calls for the further development of an additional 28 acres, in the future.

Mississaugas of New Credit however, notwithstanding the delineated areas of the plan that illustrate one possible subdivision scenario, are completely open to discussing any special or nonstandard land and services requirements that any property developer may require. Requirements for lots as small as one acre will be entertained.

The New Credit Industrial Park is owned and has been created for the benefit the Mississaugas of the New Credit First Nation Members. As such, the Chief and Council represent the only agency that has a direct say in how the property is to be developed. As such, development permits and approvals are handled expeditiously.


Additional Business Services:

There are a number of business related services of interest to site selection personnel. Three of the vital ones are transportation capacity, the cost of utilities, staff training and development, and property taxation.


Transportation:

The four transportation modes must commonly required by business are highways, air, rail and ship. The Industrial Park at New Credit is well served by each.

With the multitude of local independent and large trucking companies operating in the area, in a strongly competitive market, your shipping needs, whether they be in LCL lots or require specialty vehicles, your needs can be met, locally.

The area is served by two principal airports. Lester B. Pearson International Airport, located one hour away, is a full service passenger and freight facility. Merely 20 minutes away, the John Munro Airport in Hamilton, currently home to Purolator and Federal Express, can accommodate your just in time needs with prompt and reliable daily service directly to the park.

Several charter aircraft companies are also based at Lester B. Pearson airport to meet your specialty corporate and freight requirements as well as the needs of your own company's aircraft, with facilities to service any size aircraft from Cessna 150 to a DC 10.

For companies whose shipping requirements require access to distant markets at economical rates, rail service is available in nearby Hagersville, where loading and unloading facilities are available. Full interline service, to Canadian and American main lines, is provided by the Railink Southern Ontario Railroad. And, should your business require direct access to a rail line, a service track could be accommodated, at the site adjacent to the main line to service one or more lots in the park.

Additionally, access to the oceans and ports of the world is available in nearby Hamilton.


Training and Labor Force Development:

Haldimand-Norfolk area has a large and well skilled work force, with over 100,000 people residing in the area and the metropolitan center of Hamilton, with over 400,000 residents, is within commuting distance, less than a half hour away. As such, recruiting your firm's labor force should be easily accomplished.

As an incentive to locate in its industrial park, New Credit First Nation and its partners, Human Resources Development Canada and the Aboriginal Training Board of Niagara, can assist new businesses to the area in developing and funding, often very generously, and training to assist with your business relocation and/or start up. (This is especially true when the training is to enable members of the Mississaugas of New Credit to obtain jobs with your firm.)


Utilities:

As mentioned earlier, this site has access to all of the necessary services required to operate your business. Water and sewer services are provided at normal cost recovery rates typical of any municipality in Ontario. Bell Telephone provides full service to the site.

But more importantly from the perspective of examining the cost of doing business, the area is served by the Ontario Power Generation Company. OPS offers direct services and billing to its customers, in a newly created competitive era.

Similarly, if your company is a major user of natural gas, the New Credit Industrial Park will be of further interest. An abundant supply of natural gas will be available on site in the summer of the year 2000, by two competing companies; Six Nations Natural Gas and Union Gas, the largest supplier of natural gas in Ontario.

Clearly, from the aspect of the cost of the delivery of utilities, the New Credit Industrial Park is competitive in every way.


As to the other services you might need, from construction workers and equipment, technical services and even restaurants and fuel suppliers, they can all be found on the First Nations territory or in the vicinity. Everything you need is within easy access of the park.

Taxation:

Aside from the superb location, the New Credit Industrial Park offers one unique advantage to businesses establishing in the region. The land is exempt from provincial and municipal taxation. The reason is simple: it is located on land owned by an Aboriginal government, and as such, is not accountable or responsible to these authorities, in respect to property taxation.

This special status, as respects taxation, benefits both the firms locating in the park and the First Nation.

Businesses are exempt from the burden of taxation typically found in industrial parks located under municipal or provincial taxation jurisdiction. Typically, a 60,000 square foot building, comprising 9,000 square feet of office space and 51,000 square feet of manufacturing space is assessed approximately $130,000 per annum, or approximately $2.00 per square foot, in realty taxes.


The First Nation also benefits by being in a position to facilitate the construction and lease back of new industrial/commercial buildings profitably, in a competitive environment.
